According to Ulrike Schaede and William Grainer in “Japan’s Mangled Globalization ”, Japan had an excise luxury tax system of 50%-60% around that time (15% in the 1960’s). Tax free stores sold goods to foreigners who would “export” the purchased item, and there was a system set up for them to have on the excise tax designed for domestic purchasers refunded. Catalog is probably a US soldier ot tourist bring back.
